Contagious Cackles

You cackle loudly focusing on one creature within range. The creature doubles over with mad laughter and must make a Wisdom Saving Throw or become incapacitated for the duration.  The target may retake the save at the end of their turn ending the effect on a success. This spell will trigger a "cackle attack" for any creature with Cackle Fever. Gnomes have advantage on the saving throws resist the spell. If you cannot hear, this spell doesn't affect you.
