Through an inate sensation of magic that boils beneathe the skin, the user loses control of themself in their lust for a greater arcane power. The user syphons the arcana from within a creature, restricting the target to more basic forms of magic that escape the clutches of the inhibitors effects.
After casting the spell, the user can only move at half speed for the first 30 seconds of it's concentration.
The user chooses a target they can see. The target must make a constitution saving throw. The target takes 6d10 psychic damage, half on a succeeding save, and the user can heal themself for half the damage dealt. If the target fails their save, they take a level of exhaustion while the spell is active, and can no longer use spells or spell slots of Level 4 or higher. A target may make a CON saving throw at the end of their turn, if they succeed the spell ends.
If the spell is active for more than 10 rounds/60 seconds, the level of exhaustion is applied to the target permanently, even should the spell end after that point and is treated as a normal level of exhaustion. Arkstring's Arcane Inhibitor can only apply 1 level of exhaustion per day per target, meaning that recasting the spell would not apply another temporary or permanent level of exhaustion to the same target. This spells exhaustion can be applied on top of other levels of exhaustion, should they already apply.
Casting this spell at a higher levels, add 1 additional d8 for each level, and reduce the number of rounds that the spell takes to apply permanent level of exhaustion applies at by 1 for each level.
Note: even though the spell can only apply 1 level of exhaustion per day per target, the target feels as though they are under the effect of more levels of exhaustion, even if they are not further restricted beyond that level being applied (psychosematic effect for RP purposes).
