You draw all the water molecules in an area into a single tight ball which then explodes outward with a wet concussive force. Each creature in a 15-foot-radius sphere centered on that point must make a Constitution saving throw. On a failed save, a creature takes 6d6 cold damage and is soaked with water for 1 minute, or until it or another creature uses its action to dry off. A soaked creature takes double damage from Cold and Lightning damage and has resistance to Fire damage. On a successful save, a creature takes half as much damage and isn’t hindered by ice.
The creature behind total cover is unaffected by this spell.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the radius increases by 5ft for each slot level above 3rd.
