You summon a tempestuous storm cloud in the shape of a cylinder that is 10 feet tall with a 60-foot radius, centered upon you, that moves with you. The spell fails if you cast it or move into an area in which the cloud cannot appear (underwater, rooms whose ceilings are predominantly less than 10 feet high, etc.). On the turn you summon the tempest you may choose a single target that is within the cloud or up to 60' below the cloud; that target must make a Dexterity save or take 4d8 of lightning damage; a successful save results in the target taking half damage. On subsequent turns until the spell ends you may do one of the following per turn:
- As a Bonus Action make a Gust of Wind effect occur anywhere within the tempest cloud or up to 60' below it. The Gust's effects last until the beginning of your next turn.
- As a Bonus Action make a small bolt of lightning strike at a single target that is within the cloud or up to 60' below the cloud. That target must make a Dexterity save or take 2d6 lightning damage; a successful save results in the target taking no damage.
- As an Action make a large bolt of lightning strike at single target that is within the cloud or up to 60' below the cloud. That target must make a Dexterity save or take 4d6 lightning damage; a successful save results in the target taking half damage.
This spell is not eligible for a Sorcerer's Twinned Spell metamagic effect.
