Blue Dragon's Flight

You touch a willing creature. The target gains a set of wings made of lightning, granting it a fly speed of 60 ft. Upon the spells end the wings wrap themselves around the target as they fall, unless they can stop themselves. Once they connect with something they wings explode outwards dealing 3d6 lightning damage to anyone in a 30 ft radius.

At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, you can target one additional creature for each slot level above 3rd.
