You conjure the celestial lights and boreal winds of the arctic north at a point within range, creating a 30-foot radius cylinder 90 feet tall. At least half of the cylinder cannot be under a roof or any other barrier against the sky.
When the cylinder appears, each creature within it must make a Wisdom saving throw to avoid being distracted by the dazzling lights and patterns that dance atop the cylinder. On a failed save, a creature is incapacitated as long as it can see the lights. Taking damage from a source other than this spell allows the target to repeat this save.
Movement inside the cylinder is halved. Additionally, if a creature starts its turn in the cylinder or enters it for the first time on a turn, it must succeed on a Strength saving throw. On a failed save, it takes 10d8 cold damage and 10d8 bludgeoning damage, is pushed 15 feet in a clockwise direction around the cone, and is knocked prone. On a successful save, it takes half as much damage, isn’t pushed, and isn’t knocked prone.
The cylinder is filled with bright light and sheds sun light out to a radius of 30 feet.
