Overall I do love this cantrip and plan on using it for my wizard, but I am curious why you decided on doing half damage on a successful save rather than no damage for a cantrip level spell.
This was one of the earliest homebrew spells I worked on, and I modeled it as a far less impressive fireball. Since fireball did half damage, I had this do the same. At this point, however, I would probably redesign it to follow standard 5E design philosophy with cantrips with no damage on a save. It's been a popular add on to people's collections so I have been reluctant to change it.
I have to say, overall this is a great designed cantrip. It doesn't have a high damage, but compensates that with the area of effect, and most important it has a Dex saving throw, i was pretty disappointed with Potent Cantrip from Evocation subclass, and it was not the ability itself, but it seems that they just didn't add any cantrip to justify it, and it ended up mostly with conjuration cantrips that attend the specification, which is a pretty lack luster considering level 10 ability to do Empowered Evocation, it is strange to me that if you choose the subclass, it makes it not worth to take evocation cantrips, , it just seems wrong, an exception perhaps on Frostbite which is a good choice. Anyway, great spell and i think that more options like these should have been added in PHB.
