A horizontal cone (following the shape of the somatic component), emanates from you to 120 feet in the distance.

When encountering a creature with no immunity or resistance to cold damage, it affects them with vulnerability to cold damage. When encountering a creature with resistance to cold damage, it removes said resistance. When cencountering a creature with immunity to cold damage, it changes said immunity to resistance to cold damage for.

When encountering a hostile creature, the creature has to make a dexterity saving throw (DC 8 + Spellcasting Modifier + Strength or Dexterity Modifier) the spell deals 2d6 cold damage. If the creature passes the save, it takes half damage.

 When used as a charge function of Water Rune Cutlass, the DC is 12 + Strength or Dexterity Modifier.
