Having harnessed a portion of your bloodline to strengthen your races inherit skills, your destructive energy has now inherited magical properties when exhaled, akin to a True Dragon.
Your blue draconian ancestry means you are capable with this spell of exhaling a 30 ft cone or 5 by 50 ft. line of lightning. When you use your breath weapon, each creature in the area of the exhalation must make a Dexterity saving throw. The DC for this saving throw equals 8 + your Charisma modifier + your proficiency bonus. On a failed saved the target takes 2d10 + Charisma modifier Lightning Damage and is Frightened, on a successful save they suffer half as much damage and are not Frightened.
At higher levels the damage increases to 3d10 at 6th level and the Frightened condition is replaced with the Stunned condition, to 4d10 at 11th level and the spell reduces a target's immunity to lightning damage to Resistance, and to 5d10 at 16th level bypassing Immunity and Resistance.
You may only cast this breath weapon spell once per wake/rest cycle and it disables your regular breath attack until you complete a short rest.
