You either create or destroy a tater.
Create Tate. You create up to 1000 clean, uncooked taters within range in an open container. Alternatively, the taters fall from the sky in a 30-foot cube within range. Each creature in the cube make a Dexterity saving throw. A creature takes 1d4 fire damage on a failed save, or half as much damage on a successful one. Anyone attempting to move through the area must make a DC 12 dexterity saving throw or fall prone.
Destroy Water. You destroy up to 1000 taters in an open container within range. Alternatively, you all taters in a 30-foot cube within range.
At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, you create or destroy 1000 additional taters and the damage increases by 1d4, or the size of the cube increases by 5 feet, for each slot level above 1st.
