Augur of the Divine Sea

A bolt of luminous water shoots out towards a creature in range. Make a ranged spell attack against the creature, dealing psychic damage equal to 1d4 times their Intelligence modifier (minimum of 1 damage) on a successful hit. 

If the creature has an Intelligence score of 8 or higher, they have disadvantage on their next attack roll. This effect dissipates at the beginning of your next turn.
