You create a line dark blue light that arcs toward a target of your choice that you can see within range. Make a ranged spell attack against the target. On a hit the target takes 8d8 cold damage and become restrained until the end of their next turn.

Additionally, on hit all creatures within 10ft of the original target must make a dexterity saving throw as dark blue sparks jump off of the original target. on fail each additional creature takes 4d8 cold damage, half on success.
