Blinding Skin (For Enchanted Scarred Goliath)

Your skin is neon and glows brighter the angrier and more damaged you become. Once per turn, when you are dealt damage by an enemy, you can use a reaction to have everything 20 ft. around you make a Wisdom saving throw, on a failed save, the enemy becomes blinded with fear from the pain you have felt. You can use this reaction twice until you have to take a short rest before using it again.
