You create an illusion of a speaking creature tied to a point in space. The casting time is not continuous, you may cast over any amount of time. You use the casting time to give information to the illusion as it is forming. When the spell is concluded the illusion becomes permanent and can remember all information you have conveyed and think critically about that information. After the spell is cast the illusion can be consulted about anything you have told it, by anyone, indefinitely. The illusion's ability to add new information is limited after the casting time, at the DM's discretion. The image has a theoretically infinite duration. It cannot be moved except by the use of a wish spell or similar magic.
You create the appearance of the illusory creature as you cast the spell, it does not have to be humanoid but it must be capable of speech. It is immune to all types of damage and is unable to interact with its environment. It is immune to all spell effects and is unable to cast magic. When you complete the spell you tie the illusion to the location where the spell is cast permanently. You must also define what can activate the spell such as a pass phrase or an object, after the spell is cast the illusion may choose to "deactivate" or become invisible until summoned. Anyone who can see the illusion knows it is an illusion immediately.
The illusion has an intelligence score of 20, wisdom of 16, and charisma of 12. It speaks whatever languages were spoken to it during the casting time. It has no physical statistics and no hit points. It has dark vision to a range of 30 ft and no movement speed. It cannot be charmed or compelled but it may be persuaded or deceived. The illusion's sentience allows it to learn that any information it has been told is false if corrected, it has advantage on any investigation or insight checks to determine whether or not information is true. The illusion retains a sense of the values of its caster, and you may give the illusion a personality at your peril. Otherwise the illusion defaults to reporting non-empirical information as it was recorded (e.g. "I am a good person" is reported as "they said they were a good person"). The illusion may not lie about anything it was taught unless explicitly directed to do so with well-defined directions (e.g. "If an orc asks you where I went, do not tell them I am in the tower").
The illusion is non-substantial and therefore the location where it was cast is not determined by its environment and destroying the environment where it was cast does not destroy the illusion. It can, however, be dispelled with a sufficient cast of dispel magic. With your DM's permission, you may begin to cast this spell before you are able to cast ninth level spells.
