Once casted, the entire property can be changed and shifted, but every change hast to pass a con check DC 15. Not only can they change where things are, but what they do, and what's their properties. If the caster fails 3 con checks, the spell automatically ends, and everything undoes itself. If the caster stops the spell themselves, the changes become permanent.
