You create a 20-foot-radius sphere of fog centered on a point within range. The sphere spreads around corners, and its area is heavily obscured. It lasts for the duration or until a wind of moderate or greater speed (at least 10 miles per hour) disperses it. Creatures within the sphere are considered slowed, and their movement speed is reduced by half. In addition, creatures that start their turn in the fog cloud or enter into the fog cloud for the first time must make a Constitution saving throw or become restrained. At the end of a restrained creatures turn, they can try to break free, and roll another Constitution saving throw.
At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, the radius of the fog increases by 20 feet for each slot level above 1st.
This spell was created by Cameron the Clairvoyant. He was known to have loved his herb pipe, and often was seen day-dreaming while toking from his pipe and creating foggy, colored, rings of smoke. He eventually was able to manipulate the smoke in such a way that is could inflict torpor, and even a stupor-like effect, causing creatures to stop dead in their tracks.
