When you cast this spell, you touch a point on the ground, creating a 10-foot radius, 20-foot tall cylinder where all water within the radius rises up until it reaches the ground. The cylinder is halfway under the point touched. The water can pass through objects and structures to do so, but cannot leave the cylinder, this includes water vapor and ice. Additionally, any water or water-related substances (e.g., rain) that enter the area cannot leave for the duration of the spell. While concentrating on this spell, any spell that provides water breathing and requires concentration is considered to no longer require concentration. If this spell is concentrated on for the full duration (16 hours), the spell becomes permanent. Once the spell becomes permanent, water within the top half of the cylinder can now leave the area and flow freely outside of it. For every level higher than 1st that you cast this spell, the radius increases by 10 feet, and the height increases by 20 feet. For example, casting it at 9th level would create a 90-foot radius and a 180-foot height cylinder.
