You create a bow-shaped, golden, rift in time that hovers within range. It lasts for the duration.

When the bow appears, you make a ranged spell attack against a target of your choice within 120 feet. On a hit, the target takes force damage equal to 2d10+ your spell-casting ability. Until the spell ends, you can use a bonus action on each of your turns to repeat this attack against the same target or a different one. 

When you hit a creature with an Arrow of Time, they must make a constitution saving throw against your spell save dc. If they fail, roll a d6 causing a different effect depending on the roll:

1-2: The Arrow of Time slows its victims legs as if stuck in molasses. The target's speed is reduced by 20 feet until your next turn. 

3-4: The Arrow of Time realizes its victims alternate timelines. You can teleport the target to an un-occupied space within 30 feet of their current location.

5-6: The Arrow of Time creates pre-images of its victims attacks making them more predictable. The target suffers disadvantage to their next attack roll. (This effect cannot stack)

Another Idea I had is If the target rolls a 1 on their Constitution saving throw they are stunned until their next turn.
