You charge up power, as you do, the air around you grows colder and colder, eventually, you erupt into an enormous ice storm, freezing all enemies in a 125 FT radius. All enemies frozen take 1d20 damage, and cannot act during the next 4 turns. While frozen, at their turn they take 1d4 damage.
