Pointing to a point you can see within range, the barrier between planes thins ever so slightly, and a great starry cloud from the Far Realms expands outward. This cloud is 10 feet tall and 120 feet wide, and casts a shadow over the area below it. This cloud begins showering the area beneath it with otherworldly rain.
Choose any number of creatures that are below the cloud. This spell has no effect on those targets.All other creatures must make a Wisdom saving throw. Creatures that succeed on this saving throw have their movement speed halved for one round, as they are mesmerized by the otherworldly stars in the cloud. Creatures that fail the saving throw begin experiencing the sensation of drowning, as the strange rain passes through their body and into their lungs. The creature’s mind and body both are convinced that it cannot breathe. The creatures are Dazed, have their movement speed halved, and take 2d12 Psychic damage at the start of each of their turns. At the end of each of their turns, they can repeat the saving throw to end the effect. If this damage brings a creature to 0 HP, they fall unconscious and cannot be brought back to consciousness until the spell ends.
