You point at a creature you can see within range, subjecting it to a sensation of painful, numbing cold that it can feel but not see. The target must succeed on a Wisdom saving throw or take 8d4 cold damage on a failed save, or half as much damage on a successful one. On a failed save, the target’s thoughts continue to freeze over for the spell’s duration.
At the start of each of its turns, the target takes 2d4 cold damage, and it has disadvantage on concentration checks. Additionally, whenever the target casts a spell, it takes additional cold damage based on the spell’s level. If the spell cast is 1st level or a cantrip, the cold damage is 2d4. For each spell level above 1st, the cold damage increases by 1d4.
