You cause a creature to hear their own words a split second after speaking. Target creature within 60 feet need to pass an intelligence saving throw whenever they try to speak. If they fail, the speech is interrupted and turns into gibberish. If this effect prevents a spell from being cast, that creature still uses the action, but the spell is never cast and no resources are used.
