Anchor Howl

The target must succeed a wisdom saving throw. On a failure the creatures focus shifts to the spells caster. Affected creature can use its action on one of two things, causing damage to the caster or using its action to attempt to break out of this spell by repeating the saving throw. In addition the affected creature cannot increase the distance between them and the spells caster.

At higher levels: For every level above third the caster can target and additional creature.
