Arrest

You throw magical bands of energy at an enemy in range. The target must make a strength saving throw. On a failure they are restrained. They may attempt the save again on their turn as an action.

This spell cannot target a flying creature, and a creature who is not flying but is still on the ground who is targeted by this spell may still use its flying speed
