Blue magic is quite a simple spell, you grasp the essence of the target itself with your mana. 

When you cast this spell choose a single target that you can see (including yourself). you can use a few different actions upon choosing your target and as a bonus action every one of your consecutive turns

Move: move the target up to 10 Feet in any direction an unwilling target makes a strength saving throw of 15+ your spell modifier thingy

Freeze: locks your target in place they make a strength saving throw of 15+ your spell modifier thingy upon failure they are immobilized and on each turn you continue the spell they can make a strength saving throw again to free themselves upon this happening your spell ends. You may also use move on a frozen target.

Dispell: you deactivate the spell this frees all targets of freeze , however if an opponent would take fall damage from freeze being dispelled they take half damage (for balancing)

Slam: when moving your target if they would run into a wall deal the leftover movement from your Move cast divided by two as damage to them, if you have high enough movement left you can even break some brittle walls and objects

Telekinesis: Alternatively you can choose your target to be a single non living object that isn't equipped or out of sight up to 10 Feet at a time, also people can make a strength save of 14+ half your modifier thingy to pull objects out of your telekinesis if so it is immediately Dispelled

Push: if you use a level 3 spell slot instead of choosing a target you push magic out around you, any unanchored objects or living creatures that are within 10 Feet of you are moved 5 Feet away from you. unwilling living creatures with access to any object that is anchored (for example immovable rod) they can make a strength save of 15 + spell modifier thingy to not be pushed

Overuse: If you use this spell or its bonus action choices consecutively for 5 turns you gain one level of exhaustion
