Arcane spellsurge has no effect on any spell with a casting time greater than 1 minute or otherwise not listed on the table. This effect cannot be ignored; that is, the caster is cannot opt to cast a spell using its normal casting time. If a spell is cast as a bonus action, metamagic spells can still be cast as an action. This spell does not stack with any other effect that reduces a spell's casting time.
Dragons can cast this spell using a 4th level spell slot. Additionally, dragons casting spells that normally cost an action can be cast as a legendary action at the cost of 2 actions.
