A quick buildup of icy blue energy centered on your hand rapidly becomes an enormous bubble of frost that washes out over the landscape, freezing all in its path. You create a burst of icy energy from your palm that flash-freezes everything in a 30-foot cone. Each creature in that area must make a Constitution saving throw, taking 70 (20d6) cold damage on a failed save, or half as much damage on a successful one. Additionally, any creature moving onto or in the affected area must succeed on a DC 14 dexterity saving throw or treat the area as difficult terrain. If the creature fails the save by 5 or more, it also falls prone.

The cold freezes nonmagical liquids in the area that aren’t being worn or carried. Any living reduced to -1 or fewer hit points is not killed, but instead turned to solid ice(similar to Flesh to Stone, but with ice instead of stone). The spell cannot reduce a creature's hit points below -9. A creature turned to solid ice by this spell is petrified and gains immunity to acid, cold, necrotic, and poison damage, resistance to slashing damage, and vulnerability to bludgeoning and fire damage. If the creature is reduced to -10 or fewer hit points by fire damage, it immediately melts and dies. Once this occurs, the creature can only be brought back through Divine Intervention, true resurrection, or the wish spell.

White dragons can cast this as a 4th level spell, other dragons who's natural breath weapon deals cold damage can cast this as a 6th level spell. Additionally, dragons who's natural breath weapon deals cold damage can cast this spell as a 30-foot sphere.

Special. A character who learns this spell gains resistance to cold damage. If they're already resistant to cold damage, they instead gain immunity.
