When you see a creature use a magic item within 60ft., you can use your reaction to counter the magical effect of the item. Treat this as you would a counterspell; roll a D20, adding your spellcasting modifier. The DC equals the items rarity level. 

The rarity levels are as follows:

• Common - 5
• Uncommon - 10
• Rare - 15
• Very Rare - 20
• Legendary - 25
• Artifact - 30

When you cast this spell using a spell slot of 4th level or higher, the DC is lowered by 1 for every higher spell slot. For example, if this is cast at 4th level, an Uncommon item's effect DC would be 9, instead of 10.
