A thin green ray springs from your pointing finger to a target that you can see within range. The target must be a living creature, so not a Construct or Undead. Unless the undead creature is a Vampire due to their unique physiology to continued use of blood.

A creature targeted by this spell must make a Constitution saving throw. On a failed save, the target takes 10d6 + 40 necrotic damage. On a failed save the creature targeted by this spell only takes half damage.

The damage taken is used to grow the vines rooting the large or smaller creature to that spot and is restrained until the plant growth takes an equal amount of damage, or the target rips themselves free with a Strength saving throw. Though doing this action will result in an additional Constitution saving through for half the original damage, with a successful save for half again.

This becomes permanent if the spell results in at least twice of the creature's hit points. Consider it a 5x5x10' section of a Wall of Thorns

At Higher Levels. When you cast this spell using a spell slot of 9th level, the damage increases by 3d6.
