Chains of the Justiciar

For proving yourself in the eyes of the Flame King Cael you may call upon him to restrain those to be judged. You can choose one creature you can see within range and flame like tendrils of magical energy loop around the creature.

The target must succeed on a Strength saving throw, or its movement speed is reduced to 0 for the spell’s duration and it is considered incapacitated. On a successful save the creature is not incapacitated, however immediately takes 4d6 fire damage that ignores magical resistances.

The creature may use its action to make a STR saving throw to break this effect each turn.

For each turn that a creature remains incapacitated by this spell it will take 2d6[ fire damage that ignores magical resistances.
