Blizzard

Conjure forth a howling blizzard that blankets the surrounding area. The blizzard covers a cylindrical area with a radius of 60 feet and a height of 60 feet, centered on a point within 120 feet. Any creatures within the blizzard suffer the following effects:

• Visibility is reduced by the howling winds and snow. Anything beyond 15 feet of a creature inside the blizzard is considered heavily obscured. Any perception checks relying on sight or hearing are made with disadvantage.
• When a creature enters or ends its turn within the blizzard, the creature takes 3d8 Cold damage, unless the creature is sufficiently protected against the cold = such as wearing a thick coat or under the effects of a spell. If the creature is wet, this damage cannot be avoided.
• Movement speed is halved within the blizzard.
• Water surfaces begin to freeze, turning to ice over the course of an hour when left exposed.
• Snow will cover the ground at a rate of 2 inches per hour. Deep enough snow will count as difficult terrain.

The blizzard can be temporarily dispelled through the use of weather-altering magic, but the blizzard will only be dispelled within the magic's area of effect. Once the weather-altering magic ends, the blizzard's effects return.

Blizzard is not a concentration spell, and can maintain its effects up to its duration. When Blizzard's effects end after the allotted time, you can concentrate on the spell to continue its effects without expending another spell slot. If you lose concentration after this point, Blizzard will end early.

When upcasting Blizzard at higher levels, the blizzard's area of effect and duration increase. When casting at 7th level, Blizzard covers an area 120 feet wide and lasts 6 hours. When casting at 8th level, Blizzard covers an area 240 feet wide and lasts 12 hours. When casting at 9th level, Blizzard covers an area one mile wide and lasts 24 hours.
