As an action the caster creates a small gray cloud that floats 10 ft above the ground or hitting the roof of the building. After that, the caster could spend a bonus action to move the cloud(Cloud speed=15+spell casting modifier feet); as an action the caster could make a lighting bolt fire from the cloud hitting directly down. Targets caught under the lighting takes 1d12 lighting damage, and must succeed a DC 13 constitution saving throw or be frightened for the next 2 rounds.
Alternatively, the caster could spend an action to fire 3 smaller lighting bolts and creatures within a 15ft radius of the cloud will be struck by the bolts(If there are less than 3 creatures within range the caster gives up a bolt) dealing 1d6 lighting damage.
(Each spell level adds and additional minute to the duration.)
