Actual puppies (and canines in general) are 100% immune to this spell; unless they are evil aligned.
An illusionary basket filled with screaming and barking puppies appears to emanate from the caster's hand to the target area. When it reaches the center of the blast radius the basket explodes and puppies with their butts on fire fall to the ground. All creatures targeted in the blast zone must make a Dexterity Save for take 4d6 points of damage when the puppy bites their pant leg or similar. The puppies can jump.
Then all creatures in the area of effect must make a CHA save or fall prone from laughing.
The puppies run around corners and can fit through small crevasses. They ignites flammable objects in the area that aren't being worn or carried.
The puppies are an illusion and no actual puppies are harmed or damaged by this spell.
NOTE: Actual dogs are immune to this spell. Cat's on the other hand have disadvantage on saves.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the damage increases by 1d6 for each slot level above 3rd.
