Chains of Winter

You hold the chains in your hands and focus on your enemy, summoning forth the elemental essence of winter itself to imbue them with the power to restrain any foe.

Once binded by the chains all movement is reduced to 0. If you cast the spell on a medium or small creature the creature can make a DEX saving throw to doge the spell. At the beginning of each of its turns the creature must succeed on a CON saving throw or suffer 3d10 cold damage. It takes half damage if it succeeded on tje saving throw.
