If it has an intelligence modifier of less than -2, then the creature fails. Otherwise, it must succeed on a Wisdom saving throw (with advantage). If the creature fails the saving throw or has an intelligence modifier of less than -2, then it will take 1d4 Psychic damage, as well as have disadvantage on wisdom & intelligence saving throws for 2 turns.
For a successful wisdom saving throw in this situation, the creature must roll wisdom and add on the intelligence modifier of the player character.
Damage increases by 1d4 if the spell is repeated on the same creature and it fails, as well as every 5 levels.
