Aiden's Magical Twister

A heavy wind floods the environment making the terrain more difficult to traverse and making ranged attacks have disadvantage, meanwhile a large blue Twister that seems to be mixed with pure blue electricity that deals 4d6 Lightning Damage and 5d6 Force  Damage on a failed con save and half as much on a successful save to anyone it touches. The twister moves in seemingly random ways and can hurt anyone but the castor.
