You create a long stream of water in the general shape of a whip, which lashes out at a creature in range of your choosing. Make a melee spell attack roll against the target. If the attack hits, the creature takes 1d6 cold damage and apply the Wet debuff to the creature for 3 rounds;

  • Wet: Reduces a target's speed by 5ft. and any lightning damage dealt to the target will stun the target for two rounds unless they pass a DC13 Constitution Saving Throw. Additionally, any cold or lightning damage deal to the target deals an additional 1d6 cold or lightning damage respectively.
