The balloon quickly inflates as you start casting the spell. Rubbing it vigorously against your head for three seconds, you then reach out and make a spell touch attack using the balloon, causing it to explode. On a hit, your target takes 1d4 lightning damage and must succeed on a Constitution saving throw versus your Spell Save DC, or become stunned until the beginning of your next turn. Constructs and creatures wearing metal armour have disadvantage on this saving throw.
Regardless of whether you hit or miss, you, your target and all other creatures within 5 feet of your target are instantaneously covered in multichromatic glitter for one minute. Creatures covered in this glitter cannot remove it and have disadvantage on Dexterity (stealth) and Charisma (intimidation) skill checks for the duration. However, during that time, they also gain advantage on Charisma (performance) and Charisma (persuasion) skill checks, as well as Charisma saving throws.
At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, the damage increases by 1d4 for each slot level above 1st level.
