Vikton's Vile Vibrations

You create a sound directed at a creature within range. The target must make a Constitution saving throw, and, on a success, nothing happens and the spell is wasted. On a failed saving throw, the creature only regains minimum hit points when healed. This effect lasts until the spell ends.
