You create and fling a small needle made of ice at a creature. Make a ranged spell attack at a creature you can see with in range on hit the target takes 4d6 cold damage and has their speed reduced by 15 ft for two turns as the needle freezes their blood. the target then makes a Constitution saving throw against your spell save DC or must take Action, Bonus action, and Reaction to cast spells.   

At higher levels: add 1d6 to the damage for each level above 3rd
