You create an area dictated by a rule that you decree.
Upon creating the area, declare a rule that all creatures are physically capable of following that does not directly harm themselves (Example, you cannot make a rule that causes creature to attack themselves or allies, nor can you tell them not to breath or perform obviously harmful actions). The area exists until dispelled by magical means, or until the caster is dead. Only one area of "Commandment" may exist at a time from that caster and two of these spells cannot overlap the same area. Whenever a creature enters the area, they must make a Wisdom saving throw versus the casters spell save DC. Upon success they take 1d12 psychic damage per spell level used, but do not have to obey the rule, this will repeat every minute the creature is in the area. Upon failure, the creature must obey all rules within the created area as if it's impossible to ignore them.
Casting at Higher Levels: Add one additional rule for every spell slot level above 5th.
