This spell can only target creatures capable of casting regular arcane spells, such as Bards, Wizards, Sorcerers, Warlocks, and some other creatures listed as being able to cast arcane spells using Intelligence or Charisma as their primary casting ability. The target of this curse becomes hopelessly addicted to the rush of magical power felt when casting a spell.
At the start of each of their turns the cursed creature must make a Wisdom save or spend their action casting a leveled spell (not a cantrip.) They can choose the spell they want to cast, and the target(s) for this spell, but they must expend at least one 1st level + spell slot on their turn. If they have no possible targets or options for one of their spells, they will instead just use the spell slot to cause a display of harmless lights and sparks as they spend their energy on pointless displays of arcane energy. If they make their save they can choose to take whatever action they would like on their turn, including casting a spell.
If a creature afflicted with this curse is not in combat they will quickly spend all of their spell slots over the course of a few minutes and will then behave in an agitated fashion until they can take a long rest and regain their spell slots to start the process over again. They can make a new saving throw with Advantage at the end of each long rest, and are not affected by the spell again until after their next long rest. Creatures that are in an agitated state will have an Indifferent or Hostile attitude towards anyone they meet, depending on what their normal attitude towards that person would be.
After the target has made three successful saving throws to resist the curses effects the spell ends. This spell can also be removed by a Remove Curse spell.
