Yeah, why not?

You must be in the range of desired target or targets, per se. The spell will affect anyone and everyone in range, even the one you don't target. The spell is triggered passively as soon as you start speaking. The suggestions are limited to two sentences and possible to be done. For example, "Take off your pants." is possible while "Turn into dragon." won't be possible. Please keep in mind, the suggestion "Take off your pants." and the like will depend on how shameless the individual is(due to spell slot restriction) but will be more than possible in a crowd.

Using a Higher-Level Spell Slot. The spell will affect the DM and it is inevitable.
