When you cast this spell one creature will be drunk/intoxicated and will have disadvantage on all checks and saving throws and the creatures takes 1d4 damage the damage is only 1d4 per creature no matter how up cast it is 

when up casting you can target 1 more creature at every level above level 3 

the creatures movement speed is cut in half
