A glistening corkscrew of bluish-white energy blossoms from the cupped palms of your hands and begins delicately whipping from side to side as it flutters toward a destination of your choosing. Upon contacting a surface or at your command it blooms into an bright flurry of swirling sleet, snow, and razor-sharp shards of ice. Each creature in a 20-foot-radius sphere centered on that point must make a Dexterity saving throw. A target takes 8d6 cold damage on a failed save, or half damage on a successful one. The affected area becomes difficult terrain.
The cold spreads around corners. It creates a frost on items that aren't being worn or carried and turns water to ice or slush depending on the amount.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the damage increases by 1d6 for each slot level above 3rd.
