Athodal's Bloom of Frost

You cast the spell at a point or target within range that you can see, releasing the needle as it shoots at the target.

Make a ranged spell attack. On a hit, the needle blooms backwards from the impacted surface into a 15ft cone of ice. If the target is a creature, that creature takes 3d8 Cold damage and is restrained until the end of their next turn. Creatures hit by the cone may make a Dexterity saving throw, taking 2d10 Cold damage on a fail, or half as much on a success.

At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the size of the cone increases by 5ft for each spell level above 3rd.
