Choose a Beast that has a Challenge Rating of 0 and that you can see within range. The target must succeed on a Wisdom Saving Throw against your Spell Save DC or shape-shift into a Commoner until the transformation is dispelled. If the Beast was Friendly towards you before the Spell, they remain so and obey your commands.
If the Beast was Hostile or Indifferent towards you prior to the transformation, or should you issue them a command that would make them become Hostile or Indifferent, they can make a Wisdom Saving Throw against your Spell Save DC to disobey the order.
