Binding Lightning

You create a powerful electrical current through a length of chain and extend it outward from your position in a straight line up to 60 ft away (even if the length of the chain is less than the distance).  All creatures in this line must make a Dex save.  On failure, they take 1d4 damage, lose all movement, and have disadvantage on any attacks made.  Each turn, a creature captured by this spell may make a Con save to attempt to escape.
