Cold Snap

At a point you choose within range, you launch a blue streak of frost which explodes on impact in a 15-foot-radius burst. Each creature within area must succeed a constitution saving throw or take 5d8 cold damage and become restrained in ice for 1 minute. On a successful save targets take half damage and are not restrained.

A restrained creature can use an action to attempt an athletics check (against your spell save DC) to break the restraint. Affected creatures take an additional 1d8 cold damage at the end of each turn that they’re still restrained

At Higher Levels: When casts at 4th level or higher, the damage increases by 1d8 cold damage for each level above 3rd.
