Send two intertwining magical torrents, one of condensed water and one of lightning, to a point you can see within range. These two torrents rapidly braid with one another and reach a near-continuous stream before the point of impact. Just before arriving, the torrents pressurize, spraying a crackling thunderous mist onto the surrounding area.
Each creature in a 5-foot radius centered on a point must make a Constitution saving throw. On a failed save, a target is stunned. At the end of each of its turns, a target can make another Constitution saving throw. On a success, the spell ends on the target.
At Higher Levels. When you cast the spell using a spell slot of 4th level or higher, the radius of the spell increases by 5 feet for each slot level above 3rd.
